Slow LAN to LAN routing

Not sure if i missed anything obvious, but for some reason LAN to LAN network speed is extremely slow.
Here's my setup:
LAN is a static loadbalanced LAG group
LAN2 is also a static loadbalanced LAG group
I've enable firewall rules allowing all between each group and created static IPs for each interface
I have two windows boxes behind each interface, using the pfsense interface IPs as gateway. Everything is routable but i seem to max out at 10 MB/s and averaging 1.78MB/s.
I believe the switches are configured correctly since i can get 165MB/s transfer rates between machines that have static LAG configured.
I'm using pfsense version 2.2 on a HP DL360 G9 with Intel(R) Xeon(R) CPU E5-2620 v3 @ 2.40GHz. This is a bare metal install with raid1 SSD drives and dashboard shows hardly any usage.
