Can't see my modem

I have a surfboard modem (it is bridged and DHCP has been turned off by my provider)
My local IP subnet is 192.168.1.x
My Modem address for the lan is 192.168.100.1I can not ping or talk to it
What do I need to do in order to see it on my network, I have internet access….but no way of actually pinging it.
Before switching over to pfsense and using my netgear router I could talk to it no problem (which is now just a hotspot for wifi).I tried to follow this guide: https://doc.pfsense.org/index.php/Accessing_modem_from_inside_firewall
But i can't add a new virtual pppoe adapter - I have no "+" symbol
My pfsense is version 2.1.5

I can access the web GUI of my bridged Netgear CG3100D at that same IP address with no rules or other pfSense configuration.
To be honest, though, I've never figured out how or why this works. Pretty sure the old SB 5100 used to as well.
I did have to follow the guide to get to my TP-link ADSL modem.
