6rd not starting after cold boot

I'm running 6rd over PPPoE on an ALIX 2D3 with pfSense 2.2. When I first power on the ALIX the PPPoE connection comes up but 6rd does not. If I either reboot or disconnect PPPoE then 6rd comes up normally.

Perhaps this is related to the lack of RTC on the ALIX. Could NTP starting and stepping the clock interfere with 6rd initialization?
