Controlling speeds in various routers

Hey guys, I need help in a kinda of specific type of problem. I live in a building that shares internet,it is in Buenos Aires, so, sorry about my english.
We have a modem that shares 30 mb for 30 apartaments, which every floor have 10 apartments. and in each of this floors, we have two routers. I need to control from the modem to send for each one of this routers 5 to 10 mbs.
How am I supposed to do that?

Do all of the routers do NAT? Is there one IP address per router and behind each router are 5 dwellings?
You could easily do this with limiters.

This is enough? It is from the router, and yes, modem is 192.168.0.1, and when you connect to one of the routers, you need to type 192.168.1.1 to access the config from the router, does not matter what router you are, the same ip it's always gonna work, and inside each router, there is 5 to 10 machines, including phones.Can you point me in the right direction about Limiters? I googled and only found to computers, not for modens or routers.

https://i.imgur.com/xYoqvrn.png Do you see WIFI-SEXTO, and WIFI-QUINTO-ONE? I have 2 or 3 more routers that i need to control the bandwidth, all of those are connected via cable, and they are all Cisco Linksys e900.
