Does the PFSense software respect DSCP tagging or P-bit tagging such that without any additional QOS or traffic shaping mechanism in place, it will forward a packet with a higher DSCP tag before forwarding a packet with a lower tag?

No, they are ignored unless you craft your own traffic shaping rules to prioritize the traffic.
