Is Limiter not working if Squid is Installed?

It's been almost a month since I am using pfSense. No matter what configurations I use for Limiters, it seems that it is not working as the IPs which is supposed to be affected are still enjoying the full speed from our ISP.

Have I missed something or is it because of Squid?

Squid and limiters don't work together.
