Migration of settings from one computer to another ???

I have a computer which installed pfsense 2.1.5
I have another computer
I am installing on it pfsense 2.2.4Is it possible to transfer all settings from one computer to another

Backup config, install new pfSense and restore the config. You will have to reassign the interfaces if they differ from the original machine.

Would it work correctly ?What about the packages ?

You can always import a lower version config to a new version. There's code in place to update your configuration.

Probably. Try it and see how it goes. Diagnostics - Backup/Restore.
What about the packages ?
If you backed up your config with packages then they will be reinstalled as part of the restore.
Do I need to back up them too ?
Obviously. Otherwise, how would pfSense know to install them?
