[Unknown Gateway/Dynamic]: ERROR: such policy already exists. anyway replace it

that the scenario, I've got 2 pfsense, one static and other dynamic, o followed everyting in the pfsense docs and i get that message in the logs.
I get that ipsec log in the static side, i don't have any ideia what could be, i tried everything

Is the tunnel established???
This says only that one side is dynamic, not more. -
Cannot be both site static?
