Only had a few packages installed and it seems they all didn't reinstall.  Only using IPv4 on the box.  It sat for about 3 hours with the lock on it before I removed the lock and manually went to install the packages.  Under backup/restore page I removed the lock and then told it to reinstall all packages and that worked.

Looking at the log file it was only going to reinstall AutoConfigBackup and suricata.
