Upgrade 2.2.5 to 2.2.6: secondary hanging

Hi,
I recently upgraded an ha pair from 2.2.5 to 2.2.6. Was hoping they would have fixed bug #4310, but it seems to have gotten worse. Now the secondary won't stay available even when disabling both the limiters and state sync. Anyone else running into this?

That issue had no changes between 2.2.5 and 2.2.6, you can't run pfsync where you're using limiters.

Is there a chance to work around this issue?
