Preventing Fallback

I have a client with a dual-wan, Tier 1 being a 100mbps coax cable connection, and with Tier 2 being a Verizon LTE Cradlepoint modem.
If and when the cable modem service goes out, as expected, it switches to the cellular connection, although it seems like pfSense locks up for a good 30 seconds to a minute while this process occurs.
My problem is that the cable service will become unstable and will start having massive packet loss and low throughput. When this occurs, pfSense picks up the packet loss and correctly switches to the cellular modem. After all of the traffic dies down on the cable modem, even though the issue actually still persists, it triggers a fallback and switches back to the cable modem, basically causing a loop.
My question therefore is how can I at least limit this type of behavior from occurring? I realize there isn't a "prevent automatic fallback", although that would be a great feature.
Here's my current config on the cable modem's gateway:Latency thresholds: 150 to 300
Packet Loss thresholds: 3% to 5%
Probe Interval: 1
Down: 10
