I use steam.  I have the attached ports open but only one user can play black ops 3 at the same time.  Also can I do a range of ports instead of one at a time?  If one user is connected, it's like the port is locked but the second user is not connecting to the 27000 ports.  I don't get it. This is the only game I have issues with.

You could create an alias, and then assign the range of ports to the alias.  That would allow you to create the range.

Why not just setup upnp but only allow your steam boxes to use it. That way they can open what ever ports they need. I find games\consoles to be picky about which ports they want opened up. Although usually I don't like uPNP I find in situations like this it can be helpful.

You need to open port 3074 for the first user, 3075 for the second, etc.
