There is no culture of privacy and secrecy in countries like that. In personal life whole families live in 1 room, everybody knows what everybody else is doing. This carries over to personal use of electronics, where most people do not see any reason why they should have passwords and secure stuff (until they have been hacked!). Then, like this bank, it carries over into business where the care-factor for security is low.
