Sorry, I searched but have not found an answer. This is my scenario:

I have PFSense 22.01 running on Windows 2019 hyper-V, no other items are installed.
2 NICS installed. (Intel (on board) for WAN and Realtec PCIe for LAN)

Internet traffic download is at the expected speed, upload is less than 1% of the expected speed.

Testing of speed is done from a Client PC, that is connected to the network, that goes through PfSense using speed test.

When the client PC enables express VPN on the client, both internet upload and download speeds are as expected using the internet connection.

No idea why that is, if it was a network card config I would expect to see a slow download speed regardless of using Express VPN or not.

Any ideas... my apologies in advance if this had been answered already.

      Thanks.

It's because of the new RSC support in the updated hn(4) driver which is apparently broken.
It only supports TCP to when you use OpenVPN (UDP) the traffic is unaffected.
