      What WAN speed? Routing requirements are going to depend on what the users / devices are actually doing

        @patch 100mbps speed links, just basic routing, users to the internet, and the P2P routing. users are normal users they used the internet for browsing and email

                          And that's also 100Mbps? And the VPN is terminated in pfSense or is there some external VPN hardware?

                              The VPN encryption/decryption is probably going to be the biggest CPU load.

                              As long as it's 100Mbps or less and the Atom you choose is something recent, like C3000, you should be OK.
