I'm presuming that 2.7.0 dev 2020-05-20-1800 is the closest snapshot to 23.05-release to avoid items having to be downgraded when switching to plus.

The update system just needs to allow us to go from 2.7.0 straight to 23.05.

It will. Just not now. When the DEV versions are released as stable version the upgrade path to + won’t need so much fooling around.

The Netgate Doc for 23.05 says this regarding CE upgrades:

"Devices running pfSense CE software version 2.6.0 can also upgrade directly to pfSense Plus software version 23.05. Devices running pfSense CE software version 2.7.0 snapshots dated before the pfSense Plus software version 23.05 release can also upgrade directly. Snapshots after that time may still be able to upgrade, but check the forum for details."

          https://docs.netgate.com/pfsense/en/latest/releases/23-05.html

So it seems the plan is (or was) to offer a direct upgrade path for the current DEV snapshots, rather than wait for 2.7 stable.

I just tried a fresh install of 2022-05-20 and it's still only showing 23.01. I'll try 2022-05-10 now. I wish this stuff was properly documented.

But being fair here would also not sop hard as it sounds.
We are able to set up and/or install both systems fresh!

You will be able to install 2.6 (zfs) > 23.01 (zfs) > 23.05 (zfs)
In half an hour all is done, no packages, no backup until
23.05 is reached (installed) and over the console

And on the other side 2.7 (zfs) fresh install is also present
For peoples with newer hardware in usage such as Intel i226

So getting the hands on something that will be only
producing more or less some "quirks" in is also not that nice.

There are noted improvements in the way that ZFS fresh installs take place on 2.7/23.01/23.05 that have a different end result compared to an upgrade from 2.6. Admittedly, I don't know the details but I remember discussion about it.

Might be, but you will be able to install 23.05 or 2.7 dev
if needed urgent. Thats the main point. And if at this time
it will be a good option or not producing much more
problems I am pretty sure Netgate would be offering that
                  shorter way before or instand.

As far as I can tell, the mentioned ability to upgrade from earlier 2.7 snapshots to 23.05 is not correct. 2023-05-20 and 2023-05-10 both still showed 23.01 as the latest.

I ended up fresh installing 2.7 2023-02-15 then upgrading to 23.01 then 23.05. The 2023-02-15 > 23.01 was only a small fast update so it worked well.

Just want to comment that after updating my 2.7.0 snapshot to the latest 2.7.0 snapshot 0605-0600 I believe it was, that the option to go straight from 2.7.0 to 23.05 was now available. It was no longer limited to just 23.01.

It's now possible to upgrade from both 2.6 and 2.7-snapshots directly to 23.05

                            @JimBob-Indiana I did it yesterday.

I don't remember which exact build of 2.7 Dev I was on, I think it was from May 30th. It was completely painless.

Any 2.7 version should work to 23.05. Including beta. 😉

It was only a problem before 23.05 was released because 23.01 had an earlier php version.

Since today I was able to upgrade two times the 2.7
Devel version and now it is named 2.7 BETA and you
may be able to choose to upgrade directly from it
                                  to 23.05.
