I'm sorry. I quit new in the field of firewall configuration.
what did you mean same subnet?

      LAN
      IP: 192.168.3.1
      subnet: 255.255.255.0
      default gateway: 192.168.3.254

      WAN
      IP: 192.168.0.131
      subnet: 255.255.255.0
      default gateway: 192.168.3.254

do you mean , i need to change my subnet mask?

      –-----------------------------------------------------------

don't specify a gateway on the pfsense's lan interface.

      IP: 192.168.3.1
      subnet: 255.255.255.0

No, you don't need to restart.

You generally cannot download without some upload so your testing is probably flawed somehow.

For such basic questions you might get better results posting in the forum for your native language.

              I'm sorry for that.
I test my upload speed on http://www.speedtest.net/.

Do you have any other suggestion for this issue?
Or do I need to change setting from my WAN?

              WAN
              IP: 192.168.0.131
              subnet: 255.255.255.0
              default gw: 192.168.3.254

Gateway on wan needs to be in same subnet as it's ip.

                So 192.168.0.x

But our router's IP is 192.168.3.254
All the switch and PF Sense are connected to the router.

Do i need to change the WAN IP?

Then your pfSsense WAN has to be in that range 192.168.3.xy /24 with a default gateway of 192.168.3.254
Your pfSense LAN must be in a different range and all the clients behind it as well.
That's why a router is ROUTING traffic. On the same subnet it's called SWITCHING (or BRIDGING in some cases but you do NOT want to do that here!)
