        "user" and "peer-to-peer" are mutually-exclusive.

You will need to describe what you want to do more clearly.

I have two pfsense running OpenVPN peer to peer, one as server and other one as client.

Now I need to add a remote user.

Do this on one side or the other:

                https://doc.pfsense.org/index.php/OpenVPN_Remote_Access_Server

This is what I'm trying to do:

Site A(server) and Site B are set-up in a peer to peer vpn

Site A is also running Remote Access VPN

Site A and Site B communicate perfectly

Remote Access Users(android) communicate with Site A as expected

So Now I Just need Remote Access Users to Communicate with Site B and Site A simultaneously

You need to add the tunnel network for the Remote Access VPN on site A as a Remote Network on the Site B site-to-site client configuration.

Assuming you configured your Remote Access VPN with redirect gateway. If not you need to add the Site B LAN network as a Local Network on the Remote Access server setup.

No. Add them to the proper Local and Remote Networks fields.

That link is for an ancient version.

I tried that biased on my understanding of the options presented by pfsense GUI. I was unable to make it work….. Now that I think about it i may have entered it in Site A's Config. I will try again tomorrow.
