I was wondering if there is any OEM or 3rd party expansion cards to AES-NI functionality.

I'd suppose those expansion card would outweigh the cost of a new APU2/3/4 so it's a question of "does it make sense financially"?

But the market for those is sinking as most modern CPUs of the last years simply added AES-NI support. And around 40-60$/€ are a lot compared that you can get your hands on a new APU2/3/4 for less then 200$ alltogether, get AES-NI and a higher CPU througput and more RAM in one bundle. -
Yup almost certainly not worth it. That particular card is miniPCI and the APU is miniPCIe so you'd need to find something different anyway.

@stephenw10 Thanks for the response. I am sure that the life cycle for the my APU is pretty much done. She has served me well, but considering that I will probably be looking to use squid and suricata, it might be time for me to bite the bullet and upgrade accordingly.
