Says who...
Your gateway is going to be whatever your ISP hands you! Is your wan set to dhcp on pfsense? Which it must be if your gateway is changing. Why don't you contact your ISP... If gateway IP does fall into the IP /mask that pfsense gets then you will want to check the box that allows for that.. But that might only come into play when your setting your gateway via static.
You do understand ISP change IP ranges all the time and point users to different gateways during maint, or changes, etc. etc.
Pfsense isn't going to out of the blue change its freaking IP to some rando... Sniff on your wan and release and renew your lease and look for yourself what your ISP is handing you.

yes I understand ISP changes. but the 172. is a dead ip no internet or anything. and not in the ISP ips. it is like pfsense is assigning it somehow. not the ISP. the gateway is dynamic. I tried to make it static to get the 172 gone. but no go. the 172 kept coming back.
another note is I have setup a Mikrotik router temporarily and it is working fine with static IP and dynamic gateway. -
Set your wan to dhcp - what do you get.. Sniff!! What is handed you - maybe your suppose be getting a whole new IP and gateway.. But if you have IP set to static then yeah not going to work.
That IP is owned by AT&T - is that your ISP?
Keep in mind that AT&T buys companies all the time ;)
Your going to have to contact your ISP... pfsense doesn't just randomly pick some IP to use as its gateway... It got it from somewhere!! Mistake on your ISP side, one of their customers running a dhcp server when not suppose to, etc.

I found a resolution. it ended up being an ISP issue. thanks, everyone for the help.

Any more info that that - for us curious sort of people... Yout got us invested in the issue ;) But now all we get is "isp" issue ;)

I talked to the ISP again. and they are thinking it is the switch I have plugged in between the fiber and routers. I won't be able to confirm until closing time. I will post my results tomorrow.
This would be a really weird thing to happen to a simple 8 port switch. but I'm open to the possibility.

Don't buy switch either... Its just s dumb switch right? Not a L3 that could of been running dhcpd?
Any info you can share will be great, not just for us curious - but maybe the next guy that finds this thread because he running into sim issue.

So you took the switch out and your gateway went back to normal? Or the isp did something? A sniff would of be very useful info..

yes, I tested the routers 1 at a time directly into the fiber. not all at once with a new switch. I will do that in about 30 min. after I close the doors.
