WAN Failover on packet loss

 I have a dual wan setup that is working between my 2 providers. However my main provider (cable company) has congestion in their network from time to time during peak time at night. I know.. shocker. I have my Gateway Group setup with 
 ISP1 as Tier1
 ISP2 as Tier2And to fail over on Member Down. However the system keeps failing over due to packet loss. I'm a bit stumped as to why it's doing that. Member Down to me means... 100% loss. Not the 20-30% it's seeing when it fails over. I've tried changing the monitored IP from 4.2.2.2 to 8.8.8.8 and others, but same results. (My ISP1 has crapping peering in Phoenix so backhauls a lot to their peers in Chicago). Anyway... just wondering if there is a way to get it to behave the way I thought it should with 100% down/loss then fail over vs what it is currently doing. Thanks

If you're not happy with the preset values go to System > Routing > Gateways, edit the gateway settings, display the advanced options and change it to fit your needs.
