Secondary WAN connection not recovering after replug - update

After unplugging and then replugging my secondary WAN (GW_OPT1 on hme3) the link to the WAN doesn't recover
Status -> Interfaces shows the link is up
Status -> Gateways shows Offline for WAN
ifconfig hme3 shows the status as activeSystem log shows:

Manually taking hme down and up with ifconfig brings the link back up.

No change.
Note that the first time the interface is unplugged then replugged it all works fine (though the rc.linkup message also appears in the log) second time the connection doesn't recover and needs an ifconfig down/up cycle.Suggestions most welcome!
