I just would like to ask if there's a way to install pfSense without ISP connected to it. I'll be migrating our firewall to pfSense and I need to configure pfSense first so that the downtime would be minimal before I could switch the cable.

Standard install on a bare machine doesn't require any connection to the internet or to an ISP.

You cannot install packages from the internet without a connection there from WAN interface.
Well, it's a long time ago since I checked that on 1.2.3 and maybe it has changed in the meantime with 2.0RCs.
But who knows better than you, Wallabybob?

True. But I don't recall any packages being required unless one or more packages is selected for installation.
