IPSec or Firewall issues?

We have 2 remote sites.

1st Site - Cisco Router 1920
2nd Site - PFsense

When data was transferred from Site 1 to Site 2, we are experiencing the following:

[INFO] [04/07/2017 17:05:00.777] [com.mysql.jdbc.exceptions.jdbc4.CommunicationsException: Communications link failure
The last packet sent successfully to the server was 0 milliseconds ago. The driver has not received any packets from the server.

(Connections times out)

Could this be IPSec or Firewall issues?

Any advice would be appreciated.
