That is not how you would block it.
Create an alias to include that subset of your network.

That's not how it works. When Destination is a network, you must supply the network address and CIDR mask eg. 192.168.0.0/24. You can't put a range there. Using 192.168.0.0/27 gives you 192.168.0.1 - 192.168.0.30 usable so use that instead and modify your network allocation, or you could also do 192.168.0.0/28 which gives you 192.168.0.1 - 192.168.0.14 usable. Check the Invert Match box and it should work for you.
