Need rule to be first in list

I created a rule for a specific situation and as long as it is the first rule everything works properly.  The issue I have is I also use PFBlocker and every time it updates itself it is placed as the first rules.  Is there a way to make a rule permanent such as the RFC 1918 networks rule set by PFsense which is always first and greyed as permanent?
