Efficiency of url filtering

I have a question related to the efficiency of url filtering in the enterprise, in this case using PFSence.
Does still make sense to perform filtering of social network use during work hours in the presence of :

• Internet Proxies with encryptions

• Free Internet hotspots

• Internet availability through mobile networks 3G/4G…

I don't think so.  Education and penalties work better than playing Internet Whack-A-Mole.  However, it depends on the nature of your users and what kind of network you're running.
