How are Voucher generated?

can somebody explain me how Vouchers are generated according to Private & Public-Key.
I did an Project of Integrating a PfSense in my Company and I have to present my project
and I would like to know the concept how the Vouchers are generated.

I don't get it.

Doing things like that really make me think that at least you can READ PHP. Otherwise, something is very wrong.
