SG-1100 Can’t access Web UI but can access serial inteface

I've inherited an SG-1100 device. I'm unable to connect to the WEB UI.
I've connected it to a router on the WAN port and a PC on the LAN port.
The router shows the SG-1100 has been assigned IP address 192.168.1.30.
The PC shows that it was assigned IP address 192.168.1.195I am able to connect the serial interface fine.
I've reset the device to factory defaults and it has the same behavior. I've restarted the PHP-FPM and it has the same behavior.
I've rebooted with the WAN port disconnected and it has the same behavior.
What else can I try?

For some reason, after enabling SSH, I am able to connect to the Web UI.

Only thing that comes to mind - is maybe they had disabled the antilock out rule.. This rule allows for access from the lan to the gui webport, and the ssh port.
Its possible when you enable ssh, it re-enabled that rule..
But if your saying you reset it to default - that should of put back the antilock rule as well.. Where exactly where you trying to access the gui from? A lan device to the lan IP of pfsense? When pfsense only has 1 interface, it allows for gui access form "wan".. Once it has 2 interface, wan would be blocked to accessing the gui, etc.

Wouldn't the factory reset have disabled anti-lockout rule? -
Yeah see my edit ;) yeah factory reset should of put that rule back... My only other question might be where you were coming from, etc. also see my edit ;)

@johnpoz I tried accessing web UI from the LAN device to IP 192.168.1.1
I also had tried from a device on the WAN accessing the router assigned IP of 192.168.1.30.Neither worked.
