priority not working? logic check

Hello,
simple setup 2 network, WAN and LAN.
2 flows from LAN to WAN, a scp transfer that fills all uplink BW (20Mbps) and a ping. from 2 different servers.
i would expect if i put the ping in a high prio queue, it should stay around the 15-20ms, but it actually jump around from 100ms to 15ms.
tried with all scheduler types.
should it work or the ping is to "bursty" and evades the scheduler sampling/time to react?if i put a limiter at 17Mbps and in it the scp traffic and ping outside, it do works correctlly.

@cnicules It may be difficult to see it with pings but the status/queues page will show the amount of traffic in each queue.
The schedulers handle things differently. PRIQ is probably the simplest and should just process in priority order. CBQ has bandwidth allocations (which I'm not sure work as at least I'd expect in the default wizard setup because the parent queue isn't set to Borrow), and HFSC has some more complicated shaping curves.
Is the download direction also full? You can't control that as the ISP fills the pipe before your pfSense can see the traffic.

@steveits yeah thats is strange, PRIO should be the simplest and strait.

ok, i'll go reset modem, double check the sync speed, my ISP may have some funny stuff and not giving me what i payed for :( it's cableah and the wizard, don't know my setup :) 2 WAN, 4 LAN :)

@cnicules ggrrr wife problem :) "the net was working bad so i went directly on the ISP modem wifi", all day sort of wasted.
putting CODEL, make the setup works, i only get a slight 2-3-4ms increase on ping.
ok, logic is good, so far.
HFSC also looks, good, selecting icmp works.
good, now i can move to more complex stuff
