Netgate 6100 with Tailscale fails to reboot

We have a brand new Netgate 6100 running 23.09.01 with a very basic setup with one WAN, one LAN, and Tailscale package. Seems to work normal at first, but if power fails or firewall reboots, then PuTTY shows the unit being stuck in an endless cycle where it asks for interface assignments, and factory reset button does not work. Also disabling and reenabling the WAN interface has caused this same behavior. Tried to duplicate issue on another 6100 with the same firmware and got the same results. I was able to break the cycle using the /sbin/fsck -y / command at the CLI, but the problem returned after defaulting the unit and reprogramming from scratch. I did notice on a planned reboot that the unit shows Tailscale shutting down, but I'm not sure if this is actually happening. I suspect that the Tailscale is not shutting down, and its interface is actually defaulting to another active interface and causing an conflict by having two items assigned to the same interface, thus causing the corruption on reboot. This sound like a bug. Any advice would be greatly appreciated!

OK Craig at Netgate was kind enough to respond directly to me on this. Evidently this is a bug caused by assigning Tailscale to an interface, which seemed to me like a thing that should be done, but is not the case.
