Traffic Shaping based on bandwidth usage?

Hey, quick question. We just switched to using a fibre connection for our main office WAN link. We use pfSense as our primary router, and it works very well for us.
Right now, our fibre is metered using 95th percentile billing, so I was wondering if it is possible to run traffic shaping that will trigger a certain policy once we breach certain thresholds determined at the 95th percentile? (so that I can slowly throttle the connection as we creep up on the threshold where we would get billed, allowing optimal bursting, but avoiding additional charges)
Also, what would be really nice (not entirely related) is if there is a way to get the RRD graphs in the gui to show along with the maximum,average,current and period, add a 95th column, to show the 95th percentile usage for each graph, listed for in, out, and total as well. That would be very nice for monitoring our usage over the various time periods shown in the graphs. (it shouldn't be that difficult to add that in, I just don't know where the rrd graphs do all their calculations, and how they read the bandwidth used from the interfaces)
