Is there a 1.2-RC3 changelog? also request for mailing list

Noticed there was a new version (currently running RC2).  I was able to find the link to the new file after some searching but couldn't find a changelog anywhere.  Does one exist?  I didn't see any reports in the cvs browser that include it.  Just curious what thinks were changed or updated so I can make sure those things work right in new version.

Also is there an official announcement mailing list?  I find those mailing lists to be very useful for import notices or when there are new versions.  If one doesn't exist yet, could there?
