If you are seeing your WAN IP theb it isn't routing via any VPN gateway. You should be able to see that in a traceroute for example.
If you are adding it to your 'allow all' rule you may not be clearing existing states between tests. Any open states via the WAN gateway will continue to pass traffic that way.

So the problem here is simply that the modem is not given enough time to initialise at boot?
You could try increasing the value of kern.cam.boot_delay or autoboot_delay in loader.conf(.local).

Of course is possible. Electronics get more efficient all the time. I just replaced a 100Tx switch drawing 10 watts with a Gigabit switch drawing 3 watts. 10x more pleasure at 1/4 the cost! :)

FYI. i have a SG 2220 with a 120Mb connection at nearly full speeds and it never goes above 46 degrees C
HIGHLY recommend netgate products.
It seems the iDRAC6 virtual console likes the older sc console better.
Adding the following line to /boot/loader.conf.local fixed the line cutting on my R210II:
kern.vty=sc
